On December 19, the 10th National Congress of all China Patent Agents Association (hereinafter referred to as the Association) was held in Beijing. Shen Changyu, director of the State Intellectual Property Office, attended the opening ceremony and delivered a speech.
Shenchangyu pointed out that patent agency is an important part of the whole patent system, and also a bridge and link between inventor and examiner, which is highly valued by the State Intellectual Property Office. In recent years, the development of patent agency industry in China has been strong. By the end of November this year, the national patent agency has reached 2649, with the number of licensed patent agents reaching 20000. Compared with the end of 2012, it has increased by 1.9 times and 1.5 times respectively, which plays an important role in supporting the development of intellectual property in China, serving the construction of innovative countries and promoting high-level opening-up . Standing at the new historical starting point, we should further comb the target orientation, thinking measures and work emphasis of the development of patent agency industry, continuously improve the service level of the whole patent agency industry, ensure that the patent agency industry can match, coordinate and conform with the theme of the era of the construction of China's intellectual property power, and provide strong support for the high-quality development of intellectual property industry.
Shenchangyu fully affirmed the work and achievements of the ninth Council of the Agency Association since its performance in 2013. He also made some suggestions on the next development of patent agency industry and the work of the new Council and its secretariat of the Agency Association. He stressed that we should adhere to the guidance of Xi Jinping's new socialist ideology with China's characteristics, enhance the "Four Consciousnesses", strengthen "four self-confidence", and achieve "two maintenances", and thoroughly implement the spirit of general secretary Xi Jinping's important instructions on intellectual property rights. We should deeply understand the important position and role of patent agency work, improve political position and strengthen the sense of responsibility, mission and urgency of patent agency in the new era. We should improve service ability, guide patent agency service to the direction of standardization, standardization, specialization and internationalization, and firmly follow the road of high-quality development. We should strengthen the self-discipline of the industry, strengthen the supervision of the industry, strengthen the legal responsibility of the practice, standardize the patent agency behavior, and create a clean and positive industry environment. We should strengthen the construction of the agency association itself, ensure that all the business of the association is orderly and efficient, and promote the healthy and orderly development of patent agency industry.
During the meeting, the Council of the association of Representatives held a new election. He Hua was elected as the new president of the Agency Association, 11 of Mahao and other 11 were elected vice president, xuyuanyuan was elected the new secretary general of the association, and fan Qing, partner of Suzhou Chuangyuan patent and trademark Co., Ltd., was elected as the director.
